As part of the funding proposal package, Economic financial analyses should be submitted as Annex 11 to the funding proposal. These templates are intended for public-sector proposals; private-sector entities may refer to them or use them where applicable. While use of the templates is not mandatory, the elements they contain — in particular indicators such as NPV and IRR — must be included in the submission even where an AE uses its own template. For public-sector SAP proposals that are fully grant-funded, the EFA is optional, and AEs should refer to the SAP guidance; for private-sector SAP proposals, the EFA is mandatory, and use of these templates remains optional.
