Other funding options
There are many gaps in the current climate finance landscape, and some areas that have large potential are not adequately financed through current channels. GCF seeks to target these areas to help fill the gaps in climate financing through Requests for Proposals (RFP) and pilot programmes which are focused on specific themes.
The following RFPs and pilot programmes have been approved by the GCF Board. National Designated Authorities (NDA), Accredited Entities (AE) and their partners are encouraged to submit concept notes and funding proposals in any of the active RFPs within the indicated time period. Each RFP is different, and project proponents should contact the GCF Secretariat to verify that climate projects being proposed meet the criteria set.
REDD+ Results-Based Payments (REDD+)
REDD+ refers to a process moderated by the United Nations Framework Convention on Climate Change (UNFCCC) based on the principle that developing countries which reduce their emissions from deforestation and forest degradation can receive financial compensation, known as results-based payments (RBP).
Following the implementation of a REDD+ RBP pilot programme, GCF adopted a landmark policy at the 40th GCF Board meeting to integrate REDD+ results-based payments into GCF’s regular project activity cycle. This will enhance the predictability of REDD+ financing, providing a powerful incentive for developing countries to pursue REDD+ and reduce emissions from deforestation and forest degradation.
Enhancing Direct Access (EDA)
Request for proposals active
The GCF Board approved an initial allocation of USD 200 million for 10 pilots funding proposal adopting Enhance Direct Access implementation modalities. Direct access entities nominated by countries can submit proposals to the Fund, which include public sector institutions or private sector entities, and non-governmental organisations operating at the regional, national or subnational level.
REDD+ Results-Based Payments Pilot Programme (REDD+)

GCF accepted concept notes and funding proposals as part of a pilot programme for REDD+ results-based payments. The five-year pilot marked a major milestone for the Fund’s support of REDD+. This pilot programme followed a decision made at the 18th GCF Board meeting in October 2017 to pilot REDD+ results-based payments, consistent with the Warsaw Framework for REDD+ and other REDD+ decisions under the United Nations Framework Convention on Climate Change (UNFCCC).
Micro-, Small-, and Medium-Sized Enterprises Pilot Programme (MSME pilot programme)

The MSME pilot programme was established by the GCF Board in 2016 as part of the Private Sector Facility. The programme aimed to support micro-, small-, and medium-sized enterprises in addressing mitigation and adaptation challenges. It sought to encourage strong proposals for private-sector investment in support of MSME climate activities, from new and existing partners for innovative solutions.
Mobilising Funding at Scale Pilot Programme (MFS)
Request for proposals ended
Up to USD 500 million was allocated by the GCF Board for the Mobilising Funding at Scale Pilot Programme. The MFS aimed to identify innovative, high-impact projects and programmes that mobilized private sector investment in climate change activities. Since issuing the call for proposals in 2017, the GCF Secretariat received over 350 ideas for climate change projects.
