GCF appoints UN Climate Change high-level champion as facilitator for its second replenishment process

To support the Green Climate Fund’s (GCF) second replenishment process (GCF-2), the Fund appointed Mahmoud Mohieldin as its facilitator. Dr. Mohieldin is the UN Climate Change High-level Champion for Egypt and has been the UN Special Envoy on Financing the 2030 Sustainable Development Agenda since 2020. He currently serves as an Executive Director at the International Monetary Fund (IMF).

In his role as facilitator, Dr. Mohieldin will work closely with GCF’s Executive Director, Board Co-Chairs, GCF Secretariat, and Board members to determine GCF-2’s ambitious replenishment outcome and related policy recommendations. He will preside over discussions during the replenishment consultation meetings, update the Board on the progress made, and liaise with potential GCF contributors and partners.

“Sharm El-Sheikh Implementation Plan urged developed country Parties to provide resources for the second replenishment of the GCF. I look forward to collaborating with the Fund’s Board, Secretariat, contributors, and stakeholders to ensure a successful second replenishment of GCF demonstrating progression over previous replenishments and in line with the programming capacity of the Fund ,’ said Dr. Mohieldin. ‘A fully resourced GCF is critical to making climate finance accessible to developing countries and accelerating climate action to promote the paradigm shift towards low-emission and climate-resilient development pathways and contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC) ,” he emphasised.

Dr. Mohieldin brings a wealth of experience to GCF. He is an economist who has worked for over 30 years in international finance and development. He held high-level roles at the World Bank, including as the Senior Vice President for the 2030 Sustainable Development Agenda, United Nations Relations, and Partnerships. He was also Egypt’s Minister of Investment from 2004 to 2010.

GCF-2 was launched in July 2022 by decision B.33/11 of the GCF Board. This was followed by the Initial Organisational Meeting on 30-31 August 2022 and the First Consultation Meeting (CM-1) on 1-2 December 2022, which convened representatives of potential and existing contributor countries, Board members, the GCF Trustee, and observers to discuss replenishment details. The Second Consultation Meeting (CM-2) will be held in April 2023. The replenishment process will conclude with a pledging conference in October 2023 in Bonn, Germany.
