Strengthening national adaptation planning towards a more climate resilient society in the Plurinational State of Bolivia
There is a significant need for capacity development for climate adaptation planning, monitoring, financing and implementation, intersectoral collaboration, and the elaboration of a comprehensive and inclusive National Adaptation Planning (NAP) to effectively tackle growing climate challenges and to overcome the following barriers:
- Weak institutional capacity in the public sector to integrate adaptation into multilevel and multisectoral public planning and investments.
- Lack of coordination between sectoral and territorial actors for adaptation planning and implementation.
- Insufficient technical and research and scientific capacities to generate evidence of climate change impacts in key sectors and their economic implications.
- Limited capacity for monitoring, evaluation and learning on climate adaptation measures and efforts implemented with sectoral, territorial, and multilevel approaches.
- Low involvement of the private sector in climate risk reduction and adaptation efforts.
- Limited capacity of the central government to access and mobilize international climate finance and leverage private investments for adaptation.
The objective of the Readiness grant is to support the elaboration of the NAP and strengthen institutional and stakeholder capacities to plan, implement, monitor and scale up adaptation measures across sectors and territories, focusing on four key sectors, which have been prioritized by the Government of Bolivia (GoB): i) water, ii) forests and biodiversity, iii) agriculture and rural development, and iv) human health.
