Building an enabling environment for the development and implementation of Bolivia’s NDC 3.0, through increased national and subnational coordination, inputs, and stakeholder participation
As the Government of Bolivia embarks on the updating of its NDC 3.0, there are gaps and barriers that need to be removed or reduced, including limited coordination mechanisms at the national and sub-national levels, limited participation by State and non-State actors (private sector, indigenous and native peasant nations and peoples, youth, women's groups) at the national and sub-national levels in the NDC process, limited integration of NDC goals and targets into Autonomous Territorial Entities (ATEs) (governorships and municipalities) development plans, limited or non-existent monitoring, reporting and verification (MRV) systems at national and subnational levels, a lack of an environmental sustainability classification system to facilitate NDC alignment of financial and economic activities, and the limited knowledge and awareness of best practices for implementation of NDC mitigation and adaptation actions. The specific barriers addressed by this project include:
- Limited coordination and integration of different stakeholders in the NDC development and implementation process.
- Limited integration of national NDC goals and targets with subnational (governorships and municipalities) development planning.
- Limited MRV systems to track the implementation of national and sub-national NDC goals.
- Limited knowledge sharing and exchange of lessons learned and best practices for NDC implementation
The goal of this GCF Readiness grant is to support the PSoB to meet its NDC adaptation and mitigation targets, with strong integration of subnational contributions, which will ultimately support a paradigm shift towards climate-resilient and low-carbon development at national and sub-national levels. To achieve this goal, the proposed readiness support will help the Government of Bolivia reach the objectives, at both national and sub-national levels, of improving its coordination, participation, and capacities to mobilize, implement and achieve its NDC targets and goals.
