The Readiness support will strengthen Kazakhstan’s ability to mobilize and channel public and private climate finance by establishing and operationalizing a country-owned, multisectoral Country Platform under the strategic coordination of the Ministry of Ecology and Natural Resources. The Platform will provide an integrated framework for climate investment planning, project identification and appraisal, pipeline management, and engagement with domestic and international financiers, while aligning sector-specific initiatives with national climate priorities. Through strengthened governance, standardized project preparation and appraisal processes, a unified digital pipeline, and enhanced monitoring and learning systems, the project will help Kazakhstan develop a prioritized pipeline of investment-ready climate projects and transition from fragmented, ad hoc project development toward a more coordinated, programmatic and finance-ready climate investment ecosystem.
