Advancing Multi-Hazard Early Warning System (MHEWS) to support enhanced Disaster Risk Reduction (DRR) in Ghana (“GH-RESPOND”)
Ghana seeks to implement the “GH-RESPOND” project to enhance community resilience to climate-induced hazards and strengthen national disaster risk resilience through the establishment of a robust Impact-Based Multi-Hazard Early Warning System (IB-MHEWS). This project will improve the availability, accessibility, and utilization of climate information services to empower decision-makers, vulnerable communities, and other stakeholders, thereby reducing their exposure to climate risks. It will also enable proactive disaster risk reduction by integrating climate-informed anticipatory actions and response mechanisms. The Environmental Protection Authority (EPA), acting as the PSAA Applicant, has developed and submitted a concept note for this project to the GCF Secretariat. EPA, seeks GCF’s PPF resources to further develop this concept note into a comprehensive funding proposal for consideration by the GCF Board. The PPF resources will be used to:
- Conduct feasibility studies, including project baseline assessment, climate vulnerability analysis, situation analysis of the county’s climate information services, and technical, financial and risk assessments.
- Environmental, social and gender studies, including stakeholder engagements, because a flagship feature of the proposed project is to embed social inclusivity and gender-responsiveness in the project design.
- Identify and develop the project indicators, logical framework, and Monitoring, Evaluation and Learning Framework.
- Design and financially structure the project, including project governance and implementation arrangements, financial management, project risks assessment and drawing the budget and procurement plan.
