In Ecuador, the execution of climate change mitigation strategies faces challenges, including a lack of clear linkage between high-level climate objectives and actionable plans, difficulties in coordinating a vast array of stakeholders, lack of climate change projects pipeline, and technical capacities across government sectors. These barriers, compounded by political instability and limited outreach to non-conventional climate actors, hinder the nation's efforts to implement PLANMICC and holistically combat climate change and fulfill its environmental commitments.

This Readiness proposal aims to contribute to cohesive climate change mitigation measures taken by the country’s climate actors to effectively address climate change impacts through an enhancement of stakeholder coordination mechanisms and climate change thematic-related knowledge, better harmonized policy frameworks from an inclusive and gender lens, and better access to climate finance. The above goal will be realized through three interrelated targets:

1. Development of an Action Plan and Investment Plan operationalizing and implementing the National Decarbonization Transition Strategy;
2. Enhanced coordination among stakeholders involved in the implementation of climate change mitigation measures;
3. Priority stakeholders’ enhanced institutional and technical capacity to contribute to the country’s climate change mitigation agenda.
