Since November 2015, GCF has evolved to become the world’s climate fund for developing countries. Its portfolio has grown to over USD 19 billion, with more than 300 projects in over 130 countries. While GCF has made gains, it has the potential to do much more. Since 2023, GCF has been on an ambitious reform agenda to make the Fund more responsive to country needs and more focused on efficiency and impact.

The 10th anniversary of GCF’s operations coincides with the 10th anniversary of adopting the Paris Agreement. Amidst these climate action milestones, this official side event will examine GCF's impact and showcase its partnerships with diverse countries and stakeholders, including findings from the GCF.10 impact report. With the need to reimagine global financial architecture to address today's climate, debt, and development crises, the event looks at how GCF is positioning itself for the next decade by enhancing its efficiency and ambition in delivering impactful climate finance where it is needed most.

The Multilateral Climate Funds (MCFs) are essential in combating climate change and facilitating a transition to a resilient, low-emission future. This event will explore the imperative to enhance access to climate finance and highlight the critical contributions of the Adaptation Fund, Climate Investment Funds, Global Environment Facility, and Green Climate Fund in mobilizing mobilising resources for developing countries.

With the recent establishment of the Fund for Responding to Loss and Damage (FRLD), the MCFs are poised to deepen their collaboration and coherence.

As countries seek to accelerate climate action, country and regional platforms are emerging as essential tools for mobilising finance to support national priorities.

This high-level event co-organised by Ministry of Finance of Brazil and GCF, will highlight these platforms, featuring announcements of new initiatives from Latin America, Africa, Asia, and the Caribbean, showcasing the importance of South-South collaboration. A key focus will be Brazil’s Climate and Ecological Transformation Investment Platform, which aims to mobilise USD 22.8 billion in climate-aligned investments. GCF will discuss its support for developing these platforms.

In addition, the South-South Country Platforms Knowledge Hub, which aims to foster collaboration and innovation, will be introduced.

The forum will highlight the role of business and finance in sustainable solutions, with a roundtable discussing actionable recommendations from the Circle of Finance Ministers to improve climate finance and investment strategies.

Participants will discuss immediate and long-term actions for climate and SDG goals, identifying feasible solutions and those requiring further work. They will evaluate promising financing instruments, such as labelled bonds and target-linked structures, to support impactful projects.

The event will officially launch the Amazonia Forever Finance Facility for Cities and Resilient Infrastructure at COP30, uniting stakeholders from Amazonian governments, climate funds, development banks, and local leaders to establish partnerships for climate-smart infrastructure. A High-Level Dialogue will focus on scaling resilient infrastructure, showcasing the Facility's financial tools and stressing the importance of regional coordination for sustainable development in water, energy, and urban resilience.

The primary objective of this side event is to introduce Islamic Development Bank’s proposed GCF programme, “Water for People and Planet,” and to gather stakeholder feedback on how to tailor the program for maximum impact across Member Countries.

Country Platforms can effectively coordinate efforts among governments, development banks, and private investors by streamlining collaboration and resource allocation. Insights from South Africa, Brazil, and Mexico highlight the importance of institutional architecture, pipeline development, and innovative financing structures. Additionally, international funds and partnerships play a crucial role in catalyzing investments at the country level, enhancing the effectiveness of these platforms.

The event will gather global leaders and experts to discuss the role of water in enhancing resilience to climate and systemic risks, while also considering how the Global Commission on the Economics of Water’s findings can guide actionable strategies for mitigation and adaptation related to the Global Stocktake.
