Helping Accredited Entities develop their climate ambitions into climate solutions

Overview

The Project Preparation Facility (PPF) Service is one of the two PPF implementation modalities and seeks to simplify the delivery of project development activities approved under the PPF by alleviating the administrative burden borne by accredited entities (AE).  

Eight firms have been selected by the Green Climate Fund (GCF) via a competitive procurement process to deliver such project development activities directly for accredited entities, constituting the GCF’s PPF roster. Those firms have been selected for their demonstrated experience, expertise and knowledge in the development of climate investment projects in developing countries and in GCF results areas.  

Under the PPF service modality, upon approval of the PPF application, a GCF-led selection process will deploy one firm to work with the AE directly to conduct requested project preparation activities. The AE remains accountable to the GCF for quality assurance of deliverables and submission of the funding proposal to the GCF.

Abt Britain Consortium

Abt Associates (Abt) leads a lean consortium of three organizations with experience across all eight GCF strategic impact areas. Along with partners IMC Worldwide (IMC) and ITP Energised (ITPE), they bring over 70 years’ experience assisting institutions to develop climate change projects, facilitating investment in climate change projects, and strengthening climate change policy in more than 50 developing countries across the seven GCF regions.

Of their over 4,000 staff, more than 400 bring direct relevant experience in climate change projects, and they can rapidly deploy this extensive capability to assist AEs in shaping their funding proposal packages, something this consortium has already done for the GCF in countries as varied as Afghanistan, Colombia, Mexico, and Mongolia. Combining this range of technical experience with Abt’s proven project management and quality assurance policies and procedures means that GCF project teams can be sure of the dependability, consistency, and high quality of work order implementation and technical assistance.

AGRER Consortium

AGRER is a Belgian consulting company (part of the TYPSA engineering group with HQ in Spain and a global presence). AGRER has 60 years’ experience in environmental and natural resources management, sustainable development, and climate change. AGRER provides a full range of consulting and engineering services and has a long and successful track record related to project identification and formulation, feasibility studies, mid-term and final evaluation, delivery, management and monitoring of technical assistance, capacity building and institutional strengthening.

LTS International is part of the NIRAS group – a global multi-disciplinary sustainable development consulting and engineering firm, with 51 offices in 27 countries worldwide. It has a project portfolio of 300 projects per year including successful initiatives across climate change adaptation and mitigation themes. LTS International specializes in short-term consultancy framework contracts for various clients like the EU, steadily delivers technical assistance for project formulation, planning and evaluation and builds capacities of implementing agencies. The partners bring together a very extensive track record related to climate change. This is grounded in project formulation and appraisal and includes implementation of investment and development projects and infrastructure, the delivery of long-term technical assistance and the support to institutional and sector reform initiatives, sometime in challenging environments. Oxford Policy Management Consortium

OPM, together with Acclimatise, Emergent Ventures India, and OneWorld bring a broad range of capabilities and experience in climate mitigation and adaptation projects. Extensive geographic coverage is ensured through the partners’ headquarters, regional offices, and projects experience in more than 50 countries across South America and the Caribbean, Asia, the Pacific, Africa and Europe.

The consortium has proven track record of supporting more than 50 countries and institutions in developing climate change related projects and policies, working with international public, private, and multilateral organizations and developing both public and private sector projects. The partners also regularly provide both project preparation services and last-mile technical assistance.

OPM has designed, implemented, and evaluated climate change projects across thematic areas of adaptation and resilience, low carbon growth, and climate finance. Acclimatise supports the design of multiple investment-grade adaptation projects and programmes. EVI provides solutions in the areas of climate change, sustainability, renewable energy and sustainable finance; and OneWorld focuses on building social, economic, and institutional resilience for climate action in the context of resource constraints.

The consortiums partners have worked directly with both Accredited Entities and National Designated Authorities and understand the limitations and opportunities of GCF access. Together, they combine four main pillars of strength for climate change project delivery: global experience across multiple scales and sectors, extensive network within GCF accredited entities and developing country governments, track record in developing climate projects and programmes for various climate funds, and technical knowledge in GCF’s strategic impact areas.

E Co.

E Co. is a London-based climate and development consultancy uniquely specialised in the design and formulation of low-carbon, climate-resilient projects and programmes. Established in March 2000, their team of specialist consultants provide technical assistance to multilateral donor funds, national governments, development banks, bilateral agencies, UN agencies, the private sector and civil society.

Through multidisciplinary and cross-sectoral market assessments, strategy development and project formulation, E Co’s work has mobilised over USD $1.2 billion of climate finance from global climate funds, including the Green Climate Fund, Global Environment Facility, Adaptation Fund and NAMA Facility. E Co. has designed over 300 climate change mitigation and adaptation projects and worked in over 160 countries across Africa, Eastern Europe, Latin America and the Caribbean, Asia and the Pacific.

E Co’s core team of 20 staff is extended by over 20 key associates as well as an active network of trusted partners and local experts worldwide. Their learning division, E Co. institute, offers international training and capacity-building courses for public and private sector institutions. It aims to develop stakeholder understanding of climate finance mechanisms and how to access them. E Co. institute also publishes regular climate insight reports, articles and training webinars, with a specific focus on the Green Climate Fund.

IPC Consortium

IPC – Internationale Projekt Consult GmbH is the leading firm of this consortium and has partnered with UNIQUE Forestry and Land Use GmbH and CES Clean energy solutions GesmbH for the purpose of this roster.

IPC has established exceptional knowledge and practical experience in environmental and social impact, green finance, banking and SME finance, agricultural finance, as well as inclusive finance. IPC’s areas of project expertise include feasibility and market studies, climate technology assessments, financial structuring, gender analysis, and climate project analysis. IPC has implemented long- and short-term projects in 70 countries in Africa, Central Asia, Eastern Europe and Latin America.

UNIQUE Forestry and Land Use GmbH is a consulting firm for sustainable forestry and agriculture, rural development and natural resource management. Its core competency is to provide tailor-made solutions at the intersection of forestry agriculture and climate change. Unique was established in 1998 and is headquartered in Freiburg, Germany, with offices in Paraguay, Uganda, Vietnam, Kyrgyzstan and representatives in Argentina and the UK.

CES is a Vienna-based consulting and engineering company with the objective to implement renewable energy and energy efficiency projects. Its experts cover the full range of general studies, energy/resource efficiency audits, feasibility studies, tendering and construction supervision, and providing consultancy services to the public and the private sector. CES’s projects track record demonstrates experience in DH rehabilitation and extension, heating plant and cogeneration facilities based on biomass and conventional energy sources, energy efficiency and resource efficiency in buildings and industries, innovative building installations and hydro power development.

Winrock Consortium

This consortium is led by Winrock International, with key partners the Center for Climate Strategies (CCS) and Climate Law and Policy (CLP).

Winrock International is a recognized leader in international development, providing solutions to the world’s most complex social, agricultural and environmental challenges. Winrock has been at the cutting edge of the ecosystem service evaluation from forests and agriculture for over twenty years and excels at the translation and application of science to benefit countries, businesses, and people. Winrock employs state-of-the-art technologies and methodologies to generate and distil information and develop user-friendly tools related to sustainable land use, resilient ecosystems, agriculture, energy, water security, and remote sensing.

The Center for Climate Strategies is an international non-profit organization with broad expertise in climate change mitigation and adaptation. CCS supports collaborative approaches that reduce GHG emissions and climate change vulnerability and improve economic and fiscal conditions, private investment mobilization, energy and resource security, environmental sustainability, public health, and social equity. CCS builds government and stakeholder capacities to review, design, analyze, and implement diverse policies, programs, and projects at national and subnational levels in all energy and resource sectors.

Climate Law and Policy is an independent advisory organization and a leading world expert on environmental governance advancements, with rigorous expertise in environmental and social safeguards, including gender and indigenous peoples. CLP has demonstrated experience working with international development agencies, governments, non-governmental organizations and the private sector at all levels, ranging from international policy fora, national, sub-national, local, to project level design and implementation.

Pegasys Consortium

Pegasys is a management and strategy consulting firm that drives transformative development in emerging economies. C4 EcoSolutions (South Africa) works to design and implement adaptation and mitigation projects in the public and private sectors.

Nodalis (France) supports the development and management of utilities and public services in developing countries, in the energy, water and sanitation, solid waste and transport sectors.

JG Afrika, with offices in South Africa, Botswana, Lesotho and Mozambique, is an almost century old engineering consultancy that offers civil, agricultural, dam, structural, geotechnical, (geo)hydrological, water, wastewater, and environmental services.

International Centre for Climate Change and Development (ICCCAD) (Bangladesh) is a research and training center working on climate change and development in Bangladesh and the global south. Transtec Consortium

The Transtec’s Consortium is a unique global one-stop-shop providing a large spectrum of advisory services including climate economics analysis, technical feasibility studies, environmental and social analysis, gender analysis, innovative financial instruments and project structuring and finance. The Consortium is led by Transtec (Belgium), with Climate Analytics (Germany), Stantec (Belgium) and Cowater (Canada).

Since 1983, Transtec has been advising development agencies and international financial institutions in the preparation of bankable projects with specific climate mitigation and/or adaptation impact. Following the COP 21 (2015), Transtec is contributing regularly to support the operationalisation of climate-resilient development pathways in alignment with long-term low greenhouse gas emission development strategies (LT-LEDS) and Nationally Determined Contributions (NDC).

Established in 2008, Climate Analytics is an international non-profit climate science and policy institute. The organization’s main goal is to synthesize and advance scientific knowledge and provide policy, legal and analytical and implementation support in the area of climate change.

Through the management of global support facilities cutting across sectors and requiring the mobilization of multi-disciplinary teams of specialists, Stantec has supported countries most vulnerable to climate change in the identification of impactful, data-driven and evidence-based climate mitigation and adaptation actions. In alignment with international climate strategies, Stantec has also provided technical advisory services for low carbon and resilient development based on the principles of participatory decision-making.

Since 1985, Cowater has been working with governments, communities and businesses to achieve sustainable development and climate resilience. We design climate resilient solutions to pressing issues, and develop supporting co-financing mechanisms.
