Overview

Rising temperatures, drought and water stress are degrading farmland, forests and pastures in Kyrgyzstan, Tajikistan and Uzbekistan. Smallholders, women, youth and rural enterprises have limited access to climate information, extension services, finance and markets, and risks that cross borders need regional action.

The programme will pair national reform with local investment. Nationally, it will improve climate and land information, embed climate-informed planning and strengthen local financial institutions' capacity to lend for climate-resilient investment. In 180 municipalities, it will support participatory adaptation plans, forest and pasture restoration, and climate-resilient farming, backed by training, extension services and matching grants. A regional component will share knowledge, establish a climate-investment platform and support adaptation plans for transboundary landscapes.

Grants will reach vulnerable smallholders and forest and pasture users who cannot access commercial finance, while European Investment Bank lending through local financial institutions will serve more commercial enterprises, supporting GCF priorities on local financial institutions. Municipal plans let local people set investment priorities. National direct access entities will take central implementation roles.
