Overview
Pacific island countries face sea-level rise, tropical cyclones, flooding and drought, and their transport, water, energy and health infrastructure sits in exposed locations. Adaptation finance is fragmented and largely project-based, and countries face gaps in climate-risk analytics, investment planning, project pipelines and access to suitable finance.
The Regional Programmatic Approach on Climate Action (RPACA) will strengthen Pacific resilience through two linked components. It will build public financial management skills, develop fiscal risk analytics and adaptation investment planning frameworks, design climate finance instruments, and establish a regional blended-finance approach for adaptation lending to micro, small and medium-sized enterprises. It will also prepare and implement up to 21 climate-resilient sub-projects, from coastal and flood protection to water, transport, energy and health infrastructure.
Covering all 14 Pacific island countries, RPACA links fiscal and financial reforms with infrastructure investment through shared regional methods and country-specific delivery. It will turn national adaptation plans into costed, finance-ready pipelines, supporting GCF priorities on national adaptation plans, and address compound risks through system-scale assessments. A USD 250 million GCF grant is combined with around USD 809 million of Asian Development Bank co-financing.
