Overview
Indonesia's coastal communities depend on mangroves, seagrasses and coral reefs for fishing and tourism, but climate change and unsustainable fisheries management are degrading these ecosystems and cutting fish stocks. That threatens food security and livelihoods in poor coastal communities, in a country where fish provides around half of the animal protein.
The Blue Ecosystem Adaptation Mechanism (BEAM) will support the transition to a climate-responsive blue economy in a fisheries management area. It will strengthen policy, data and financing mechanisms for ecosystem protection and sustainable fisheries, and set up a learning centre for replication. It will give grants, designed and implemented by beneficiary communities, for adaptation, such as ecotourism, collaborative marine protected area management and diversified fishing livelihoods, and for mitigation through ecosystem restoration and renewable energy. It will improve the investment readiness of blue economy enterprises.
BEAM is built around locally led adaptation, with grant windows for coastal communities, small-scale fishers, micro, small and medium-sized enterprises, women and Indigenous Peoples. It pairs community projects with policy and institutional reform embedded in existing government systems, creating a pathway from local benefits to national impact, in support of Indonesia's blue economy agenda.
