Korea Global Adaptation Week
8–12 April 2019, Songdo Convensia, Republic of Korea

GCF joins the UNFCCC in the upcoming Korea Global Adaptation Week to build momentum in supporting countries' efforts in improving access to adaptation finance. This week-long adaptation conference from 8-12 April 2019 will be convened by the UNFCCC secretariat, co-hosted by the Ministry of Environment of the Republic of Korea and co-organised with the Korea Environment Institute (KEI) Korea Adaptation Center for Climate Change (KACCC).

GCF will play an active role in a series of events throughout the Korea Global Adaptation Week, including leading two sessions of the NAP Expo 2019 and organising a Technical Expert Meeting on Adaptation. GCF will also host an evening networking event and booth throughout the week to make information on all aspects of GCF funding support available and for in-person consultations with conference participants on project pipelines.

Adaptation is a critical objective of GCF's mandate in advancing countries' transformational efforts on climate change. GCF has been channeling finance and providing technical assistance in supporting all aspects of adaptation, including the process to formulate and implement National Adaptation Plans and other adaptation planning processes as part of GCF's Readiness Programme. GCF will engage with countries and other partners throughout the week to catalyse actions and finance for adaptation in sharing leading country examples, as well emerging good practice guidance and methodologies, for the design of adaptation planning processes that catalyse action and finance for implementation.

Specific GCF sessions will provide policymakers, project developers, implementing organisations, practitioners and the wider adaptation community a platform to share knowledge and engage with GCF.

Sessions hosted by GCF

Tuesday, 9 April 2019 - GCF-led NAP Expo sessions

14:00 - 15:30
GCF support for NAPs & other adaptation planning processes to catalyze action & finance

This session will share learning being gained through GCF support to countries for their NAPs and other adaptation planning processes. A panel of country representatives, international specialists and GCF representatives will share insights about opportunities, challenges and good practices in accessing GCF resources for adaptation planning. Active participant interaction will also explore approaches to adaptation planning that catalyzes action and finance for implementation of countries’ priorities.

16:00 - 17:20
GCF support for the implementation of countries’ adaptation priorities

This session will provide an overview of how to access GCF financing for adaptation priorities, including as identified through NAPs and other adaptation planning processes. The panel will discuss country experience and good practices in accessing the set of opportunities the GCF offers countries for implementation of their adaptation priorities, including the Simplified Approvals Process and the Enhanced Direct Access modalities.

17:30 - 18:30
GCF sectoral dialogues

This set of sector-focused breakout sessions will engage participants in project aspects of conceptualizing adaptation projects and programmes based on strong climate rationale, and emphasizing linkages with adaptation planning and monitoring. The sessions will introduce elements of sectoral guidance and new financing modalities being prepared for each sector, in preparation for GCF’s replenishment. Dialogues will be held in break out rooms for the following GCF result areas: climate information and early warning systems; integrated and resilient infrastructure; water security; health and well-being; agriculture and food security; and natural resource management.

Welcome address by the GCF Executive Director, Mr. Yannick Glemarec. A GCF Working Paper on adaptation will be presented. Light refreshments will be served.

Thursday, 11 April 2019 - GCF Technical Expert Meeting on Adaptation (TEM-A)

Maximizing synergies in the climate finance architecture: Lessons learned, opportunities & challenges

Synergies in climate finance can take place in the form of blended projects, but also in projects that build on each other consecutively, and potentially in parallel projects funded by different mechanisms through different agencies. The discussion will focus on bringing synergies in climate action by discussing the perspectives of countries, entities, and representatives of Funds, exploring instances of successful blending of resources from different climate funds, the drivers behind the success, and the role and experiences of governments and accredited entities.

Opportunities & best practices for private investment in adaptation

This session will illustrate opportunities for private investment in adaptation to improve the resilience of vulnerable populations as well as reduce risk of business operations. The session will discuss common barriers private sector institutions face when considering investing in adaptation and examples of innovative financial structures to overcome them. We will describe the ways in which GCF’s Private Sector Facility promotes adaptation investment through funding proposals and adaptation planning, along with guest speakers to present best practices. Throughout the session, participants will be encouraged to share their approaches in engaging the private sector, and technical specialists will provide recommendations to address specific challenges.

Impact of adaptation investments for increasing resilience & reducing risk

This session will focus on adaptation investments for high impact, based upon improved metrics. The session will address appropriate access modalities for adaptation financing, starting from project design based upon adaptation planning, country programming and prioritization. Operationalization of adaptation metrics will be discussed in relation to GCF monitoring, evaluation, and reporting frameworks. The session will also discuss good practices in addressing barriers to adaptation finance by implementing effective adaptation monitoring.

16:00 - 17:30
Sectoral roundtables on successful adaptation programmes & projects

This set of sectoral roundtable discussions will focus on practical elements of project design and development, based on strong climate science and emphasizing country priorities and context. Roundtables will be organized for the following themes: climate information and early warning systems; integrated and resilient infrastructure; water security; health and well-being; and natural resource management.
