The approved Readiness support aims to strengthen the Philippines’ capacity to access, coordinate, and deploy climate finance in support of the country’s NDC, NAP, and LTS. Implemented by GGGI, the programme will address key institutional, technical, and coordination gaps facing the Department of Finance as the NDA, including limited climate finance governance capacity, fragmented inter-agency coordination, insufficient accreditation readiness among DAEs, and the absence of robust monitoring, reporting, verification, and learning systems. The programme will support the institutionalization of the NDA’s mandate, strengthen country coordination mechanisms, and lay the foundation for a future Philippine Country Platform for Climate Finance (PCP-CF).
Over a 60‑month period, the Readiness support will update the country programme, prepare a comprehensive NAP Status Report, strengthen climate finance policy and planning frameworks, and develop an investment-ready pipeline aligned with national climate priorities. It will also support accreditation readiness for DAEs, establish digital climate finance tracking and knowledge management systems, promote South-South cooperation, and enhance stakeholder engagement across government, local authorities, civil society, Indigenous Peoples, academia, youth groups, and the private sector. Expected outcomes include an empowered NDA, improved climate finance governance and coordination, strengthened adaptation planning, and the development of at least six mature climate investment concepts and three high-quality funding proposals for submission to GCF and other climate finance partners.
