Support for accreditation of direct access entities in Namibia

This Readiness Project (RP) aims to increase Namibia’s access to climate finance for achievement of its Nationally Determined Contribution (NDC) ambition by strengthening capacities of local institutions that are able to serve as Direct Access Entities (DAE) for Green Climate Fund (GCF). Specifically, it aims to help 4 potential DAEs to accelerate their accreditation process to the GCF and one Delivery Partner (DP) to also submit its application to the GCF.

The Agricultural Bank of Namibia, Bank Windhoek, Development Bank of Namibia, Namibia Nature Foundation and Ministry of Environment, Forestry and Tourism undertook self-gap analysis in their institutions and identified a set of gaps and needs which are summarize below and detailed in section 2:

  1. Inadequate institutional policies and procedures namely:
    • ESS
    • Gender
    • GRM
    • Procurement
    • Fiduciary policies
  2. Inadequate operational manuals and guidelines for project coordination, implementation, monitoring, evaluation and reporting
  3. Lack of project pipelines for implementation of the country program as guided by the NDA. The readiness interventions to support the pipeline development will include training of entities on the overall GCFs investment criteria and specifically climate rationale.
  4. Lack of climate change related strategic frameworks for engagement with the GCF.
  5. Inadequate technical capacity to operationalize the policies and procedures for maintaining requirements by GCF
  6. Lack of in-country platforms for learning and peer to peer exchanges amongst AEs
