Paraguay is highly vulnerable to climate change, particularly in the agriculture and forestry sectors, which are vital to its economy and overall resilience. As a landlocked country with significant economic dependence on agriculture and forestry, Paraguay faces compounded challenges in managing climate risks.  

Major barriers include limited availability of data and systems to assess climate change impacts, insufficient integration of adaptation and resilience considerations into national policies and frameworks, inadequate recognition and response to the disproportionate impact of climate change on vulnerable groups, limited implementation of climate-resilient agriculture and forestry practices, and weak private sector participation in adaptation. Collectively, these barriers hinder Paraguay’s progress toward achieving the adaptation objectives outlined in its updated NDC, National Climate Change Adaptation Plan (PNACC 2022-2030)5, and first Adaptation Communication. 

This Readiness proposal aims to strengthen Paraguay's resilience to climate change by addressing critical barriers to adaptation in the agriculture and forestry sectors. The project will enhance data systems and information management, integrate climate adaptation into national frameworks, advance equitable and inclusive adaptation practices in agriculture and forestry, and foster private sector engagement in climate adaptation efforts.  

The above goal will be realized through four interrelated objectives:  

• Enhance climate change data and monitoring systems. 
• Integrate adaptation into national planning and policy frameworks. 
• Promote inclusive and climate-resilient agriculture and forestry practices. 
• Strengthen Private Sector Engagement in adaptation and resilience.
