The Readiness support aims to strengthen Oman’s climate finance architecture by establishing and operationalizing the Oman Country Platform and its Country Platform Coordination Unit within the Environment Authority, which serves as the NDA to the GCF. While Oman has developed a strong climate policy framework - including its ongoing NDC/NDC 3.0 process, NAP, Net Zero 2050 Strategy, National Strategy for Adaptation and Mitigation of Climate Change 2020–2040, and Vision 2040 - the country faces challenges in coordinating climate finance, developing investment pipelines, and mobilizing resources. The programme will address these gaps by strengthening the NDA’s institutional capacity, enhancing stakeholder coordination across government, private sector, academia, civil society, and development partners, and establishing an inclusive governance mechanism for climate finance planning and delivery.
Over a 36‑month period, the programme will develop a Climate Investment Plan and Financing Framework, establish a consolidated climate investment framework aligned with national climate priorities, and create digital systems for pipeline management, climate finance tracking, monitoring, reporting, and knowledge sharing. It will also support the preparation of two GCF concept notes and one GCF funding proposal package, while enhancing transparency, reporting, and private-sector engagement. By the end of implementation, Oman is expected to have a fully operational climate finance coordination mechanism, strengthened institutional and technical capacities, improved climate investment planning, and a robust pipeline of climate investments capable of attracting domestic and international financing to support the country’s transition to a resilient, low-carbon, and diversified economy.
