The Development Bank of Nigeria (DBN) seeks to strengthen its institutional capacity and operational readiness to access, deploy, and manage climate finance under the Green Climate Fund (GCF). This proposal addresses institutional and technical barriers, strengthen internal systems, enhance pipeline development capabilities, and foster national and regional collaboration in climate programming to enhance DBN’s ability to develop, manage, and report on GCF-aligned climate investment projects. DBN will implement a coherent set of readiness activities, including (i) conducting an institutional diagnostic, (ii) revising key governance policies (ESRMF, Gender Policy, AML/CFT), (iii) developing and adopting a Climate Strategy and Resource Mobilization Framework, (iv) integrating climate risk into appraisal processes, and (v) institutionalizing a dedicated Climate Finance Unit. At least two CNs will be developed and submitted to GCF. In parallel, a GHG Accounting Tool will be designed and piloted, supported by enhanced digital systems for project tracking and reporting.
