Strategic plan

Overview

The Green Climate Fund’s Strategic Plan is a living document that sets out the Board’s long-term strategic vision for the Fund as well as​ the strategic objectives and operational priorities for each strategy and replenishment cycle.

The current updated Strategic Plan for the GCF 2024–2027, adopted via decision B.36/13, is guiding the GCF strategic priorities for the current programming period. The Plan articulates how GCF can enhance access and country ownership ​and deliver catalytic impact, while focusing on people and performance.

Implementation progress on the Plan for 2024-2027 has been reported annually within the “Status of the GCF resources, portfolio and pipeline” documents (see GCF/B.41/Inf.13 and GCF/B.44/Inf.08). Additionally, the GCF is currently undergoing the Third Performance Review by the Independent Evaluation Unit, with the final report to be released in 2027.

The next Strategic Plan, to be finalized by the Board in 2027, will address the 2028-2031 programming period and will guide GCFs delivery of the New Collective Quantified Goal (NCQG).

Roadmap and consultation process on the updated Strategic Plan

At its 44th meeting, the GCF Board adopted the Co-Chairs’ Roadmap for the updated Strategic Plan for the GCF 2028–2031 and launched an open, inclusive, transparent consultation process to inform the review and update of the Strategic Plan.
