Overview

Climate change is expected to increase the risks and vulnerabilities faced by local communities in Togo. These hazards include exposure to extreme events, coastal storms, heatwaves, droughts, and floods. The frequency and intensity of these climate challenges are expected to rise.

This project—the first single-country project in Togo in the GCF portfolio—aims to improve the preparedness of national institutions and the resilience of local communities for climate change and disaster risks by establishing a fit-for-purpose Climate Information and Early Warning System (CIEWS) through enhanced people-centred climate information services, impact-based multi-hazard early warning systems, and investment in disaster risk reduction and early action mechanisms.

The project aligns closely with key international frameworks, including the Sendai Framework for Disaster Risk Reduction, the World Meteorological Organization’s (WMO) Global Framework for Climate Services, and the United Nations Early Warnings for All (EW4ALL) initiative.  It was developed under the “Scaling-up framework for early warning” by GCF and the Climate Risk and Early Warning Systems (CREWS) initiative.
