Overview
Mining, metals, chemicals and heavy manufacturing underpin growth, exports and jobs in South Africa and Namibia, yet remain emissions-intensive. Institutional investors are generally unwilling to absorb development and construction risk, so commercially viable decarbonisation projects are delayed in reaching financial close.
The Southern African Industrial Decarbonization Facility (SIDF) will establish a regional investment platform that aims to finance 10 to 15 industrial decarbonisation projects as one portfolio rather than as individual deals. A development tranche will fund project preparation, from feasibility studies to permitting. A construction equity tranche will invest through country vehicles in South Africa and Namibia, in renewable energy for industrial users, electrification, transmission, energy storage, green hydrogen and low-carbon manufacturing. Projects will pass stage-gated due diligence before moving from development to construction.
SIDF is GCF's first platform dedicated to decarbonising industrial value chains in Africa, financing connected energy, infrastructure and industrial investments rather than single assets. GCF's junior first-loss equity goes only where the financing gap is greatest. The platform aims to establish a replicable regional model, with potential to extend across Southern Africa and other emerging markets.
