Overview
In the Kyrgyz Republic and Tajikistan, rising temperatures, glacier retreat, and more frequent droughts, floods, and landslides are putting greater strain on water infrastructure and the reliable delivery of water services. Water utilities face operational and financial pressures while lacking the institutional capacity to plan and invest in a changing climate. Existing approaches are often reactive and are not designed to address the growing climate risks.
RWS4All will introduce a structured, climate-informed "deep adaptation pathways" approach organised around three lines of work: strengthen policy, regulatory, and institutional frameworks to integrate climate risk into water sector planning and governance; support water utilities to assess climate risks, identify vulnerabilities, and develop adaptation pathways to guide investment decision-making; and finance priority climate-resilient water infrastructure investments identified through those adaptation pathways.
It is expected to benefit around 621,100 people directly and 1.2 million indirectly. By integrating climate risk into sector decision-making it supports a shift from reactive rehabilitation to anticipatory, system-level adaptation in how water services are planned, financed, and managed.
Implemented by EBRD, the project contributes to GCF's strategic priorities by advancing the implementation of national climate plans, strengthening climate-resilient infrastructure, and supporting adaptation.
