Social protection and climate change: A portfolio and literature review

Social protection systems are increasingly recognized as core instruments for climate adaptation — a recognition now formally anchored in the Global Goal on Adaptation through Target F9.

GCF has been building the evidence base to act on this mandate: commissioning Oxford Policy Management (OPM) to deliver the first systematic analysis of how social protection features across GCF's portfolio (both Funded Activities and Readiness programme), and co-developing joint guidance with other Multilateral Climate Funds ahead of COP30. These two knowledge products – the Literature Review and the Portfolio Review – lay the analytical foundation for scaling social protection within climate finance, in line with GCF's UNFCCC mandate. They were presented at a two-day webinar in May 2026, jointly delivered with FCDO UK, BMZ, the World Bank, the High-Level Panel on Social Protection in Fragile and Conflict-Affected Settings, and the Government of Somalia.
