The Indian Ocean Commission (IOC) is a regional direct access entity based in Mauritius, IOC operates through its General Secretariat, which implements the decisions of its Council of Ministers comprising five member states: Comoros, Madagascar, Mauritius, France (on behalf of Réunion), and Seychelles. By leveraging resources and strengthening capacities, IOC aims to reduce the vulnerability of small island developing states to climate change and promote sustainable development across the Indian Ocean region. Established to promote regional cooperation and sustainable development, IOC focuses on diplomacy, economic affairs, agriculture, fisheries, natural resources and ecosystems conservation, culture, science, education, and justice.

IOC collaborates closely with the GCF to enhance climate resilience and sustainability in its member states. Key projects include improving meteorological, hydrological, and climate services, as well as supporting regional efforts in energy transition, biodiversity protection, food security, and sustainable development. The partnership with GCF enables IOC to implement regional projects aligned with the national strategies of its member states, facilitating direct access to climate finance.
