Strengthening evaluation approaches and capacities

The Green Climate Fund’s (GCF) Division of Portfolio Management (DPM) and the Independent Evaluation Unit (IEU) held a joint training on 9 December 2022 for representatives of the Japan International Cooperation Agency (JICA) on the newly adopted GCF Evaluation Policy.

Facilitated by Daisuke Horikoshi, IEU Principal Evaluation Officer, and Vladislav Arnaoudov, DPM Sr. Quality Assurance and Monitoring and Evaluation Specialist, the training covered the key requirements of the policy in relation to evaluations led by GCF Accredited Entities (AEs) and the application of the evaluation standards. Key elements included in the Evaluation Guidelines, which are currently being drafted by the GCF Secretariat in cooperation with the IEU, were also discussed.

Participants explored the differences between the JICA evaluation approach and GCF policy requirements.

Following the training, Horikoshi and Arnaoudov conducted individual discussions on the application of the evaluation policy with the teams in charge of the implementation of two approved JICA projects: SAP021 in Timor Leste and FP165 in the Maldives.

This was the first training following the effectivity of the GCF Evaluation Policy in May 2022 — illustrating how the GCF Secretariat and IEU can jointly support GCF partners in strengthening their evaluation capacity.
