Project preparation support is requested to facilitate the expeditious development of a robust and comprehensive GCF funding proposal for the proposed project: Toward Risk- Aware and Climate-resilienT communities (TRACT) – Strengthening climate services and impact-based multi-hazard early warning in Maldives.

Maldives has been selected amongst the initial group of focus countries to receive coordinated and targeted support under the global Early Warnings for All (EW4All) initiative. There is thus an imperative for international agencies to support Maldives in a timely manner to address the key gaps, needs and priorities towards achieving EW4All at the national level. As recognised at the launch of EW4All in Maldives in July 2023, the TRACT proposal provides a tangible means to do this.

To do this most effectively, this PPF application focuses on building a strong foundation of knowledge on the existing conditions in Maldives – particularly in relation to localised climate risks and intersectional vulnerabilities. The proposed PPF activities will include:

  • Development of a site-specific hazard assessment and scientifically evidenced climate rationale for the proposed project
  • Development of a Gender Action Plan for the project underpinned by a comprehensive gender assessment and dedicated community-level consultations; and identification of an appropriate project-level grievance redress mechanism
  • Identification of project governance and implementation arrangements based on consultations with key national stakeholders and capacity assessment of the proposed national executing entity
  • Assessment of the economic viability of the proposed project, including cost benefit analysis, and value chain development to meet the GCF investment criteria in relation to efficiency, effectiveness, impact and sustainability
  • Provision of specialist advisory services for costing and budgeting according to GCF standards
  • Finalisation of the GCF Funding Proposal and all mandatory and supporting annexes.
