Support for accreditation gap assessment and action plan to the Agence Nationale de Financement des Collectivités (ANAFIC)

ANAFIC has been designated by the NDA as delivery partner and nominated as national entity for accreditation. Based on the self-assessment conducted as part of this submission, it seems that the agency appears at the first sight to have some of the fiduciaries and management functions to perform this role as DAE. This finding does not prejudge the upcoming gap assessment of the accreditation support requested. However, it does reveal the absence of certain procedures and policies are not in place and hence not available.

ANAFIC has successfully mastered the FMCA and acts now as the DP for Guinea’s upcoming readiness proposal: It has wealth of experiences in operating in the country and thanks its territorial presence. It has considerable operational advantages, as it covers various fields and acts as the linchpin of local development. Its ability to work in concert with other structures enabled it to obtain conclusive results as a project (PACV), then becomes a national agency. ANAFIC has been appointed by the AND as delivery partner and is a candidate for accreditation by the GCF. Based on its FMCA, the agency seems to have the financial and administrative capacities for the management of external funds. Its intervention in this project will increase the country ownership and would make it possible to continue previous initiatives while deepening the establishment of existing activities (prefectural, municipal, etc.).
