StrengtheningBangladesh’s NDA Secretariat, Enhancing Pipeline Implementationand Private Sector Engagement in Effective Climate Action

The Green Climate Fund (GCF) represents a significant opportunity to mobilize resources necessary to implement Government of Bangladesh’s (GoB) climate change agenda. In June 2014, the GCF Secretariat invited GoB to select a National Designated Authority (NDA), and the Economic Relations Division (ERD)of the Ministry of Finance was formally endorsed on 24 November 2014 as the NDA and an Advisory Committee was setup. Two GCF Readiness projects resulted in publication of 2018 GCF Country Programme as well as two institutional and capacity assessments. Specifically, in 2018, an analysis of ERD’s capacity in accessing GCF was undertaken by the NDA Secretariat and supported by GIZ. The report recognizes that an inclusive consultation process with all stakeholders was initially undertaken, but the mechanism is not fully functional and leveraged on a regular basis – signaling the need for renewal. GCF Country Programme 2018 also explicitly notes that “Bangladesh has not yet formulated a policy in relation to private sector investment in climate change and has not set any targets for mixing public and private funding or delivery modalities”. This Readiness project will strengthen the capacity of Bangladesh’s NDA, ERD, to setup processes and mechanisms to effectively engage with the GCF.
