Readiness for registry and nesting system to facilitate climate-related investments in agriculture, forest and land use (AFOLU) sector in Papua New Guinea

Papua New Guinea has identified the agriculture, forestry and land use (AFOLU) sector as a key contributor to its climate mitigation agenda through its NDC. It also will be one of the two sectors prioritized in the forthcoming NDC revision, together with the energy sector. The country has been engaging in REDD+ (Reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks) readiness from the outset. The country has progressed REDD+ readiness process through UN-REDD National Programme (2012-2017), FCPF REDD+ Readiness Project (2015-2020), EU National Forest Inventory Project (2015-2019), and other donor projects, PNG has completed all elements of the Warsaw Framework for REDD+, has measured the results of REDD+ implementation and is in the process of submitting a proposal for Results Based Payments (RBPs) to the GCF pilot programme.

Globally there is recognition of the importance of the AFOLU sector to mitigate climate change, and growing momentum of private-sector engagement in so called ‘nature based solutions’, such as REDD+ programmes or zero-deforestation agriculture commodity chains. For PNG to engage with the private sector effectively, for investment in initiatives in line with NDC objectives, it is advisable to have concurrence on a nesting system to account for investments, define the rules of engagement of the private sector in REDD+ and other AFOLU initiatives, manage and monitor the impacts of these investments, record results and transactions in a registry and prevent double counting of results achieved.

This GCF readiness proposal will therefore contribute to build an AFOLU Registry and Nesting System in PNG that will facilitate private sector engagement, including for investment of resources generated, and leveraged, through the REDD+ RBP pilot programme. Activities included in the proposal are the establishment of institutional framework for the Nesting System, including regular meetings between the various AFOLU sector stakeholders including the private sector, support to address the regulatory gaps identified to establish a Nesting System, development of baseline information, support to establish a data management system, and improve some of the underlying activity data.
