This document outlines a proposal for a fit-for-purpose approach to legal arrangements with all current and future accredited entities as requested by the Board in decision B.40/15. Following consultations with national designated authorities, accredited entities, active observers and the Board, the options presented at the forty-first meeting of the Board in February 2025 have been further analyzed and this document proposes a revised approach to legal arrangements. It includes a summary of the current legal arrangements, the key observations and lessons learned from the use of the current legal arrangements and a summary of the key considerations for legal arrangements with accredited entities. The document also includes proposed transitional arrangements and next steps for the implementation of the proposed revised approach to legal arrangements.

The proposal also includes the Secretariat’s recommendation that the Board approve the revised approach to legal arrangements with accredited entities.
