Development of a Sub-national Climate Fund to accelerate local climate action in Cambodia

This Readiness proposal’s goal is to contribute towards Cambodia’s efforts to attract and streamline investment opportunities and efficiently mobilise climate finance directly to local, vulnerable communities.  This will be achieved through the establishment of a sub-national climate fund framework and supporting operations manual to guide and direct climate finance through the sub-national level down to the on-ground, grassroots level to assist vulnerable communities in adapting to climate change impacts. Whilst some climate financing is directed to sub-national level, this remains fragmented, does not operate through a singular pathway, and is difficult to monitor, track and report against.  The objectives of this Readiness proposal are therefore to: 

  1. Establish a single-source climate investment fund mechanism to direct climate finance at the sub-national level, enhancing monitoring, tracking and reporting of climate finance from numerous sources. 
  2. Develop a National Roadmap for sub-national fund management and coordination. 
  3. Build and enhance the technical skills and knowledge of fund managers and administrators at the national and sub-national level in managing climate investment funds.
