The Terms of Reference (TOR) template serves to help defining the scope of support required by Direct Access Entities (DAE) through the Readiness and Preparatory Support Programme. This DAE TOR serves as a 'blueprint' or 'roadmap' for addressing its readiness needs through one or two strategically planned programmes over the medium term, in alignment with the 2024-2027 readiness strategy. If two programmes are chosen, a separate TOR must be developed for each. The TOR will be used to solicit competitive offers from pre-qualified delivery partners.
