Collaborative R&DB Programme for Promoting the Innovation of Climate Technopreneurship

The Korea Development Bank (KDB), a direct access entity (DAE), requests the PPF support to carry out necessary preliminary studies that will help develop a full funding proposal package consistent with climate technology needs and priorities of partner countries: Cambodia, Indonesia, Laos, and the Philippines that belong to the Association of Southeast Asian Nations (ASEAN) bloc. The multi-country proposal is the GCF’s first- ever initiative under a theme of “Support for Climate Technology Incubators and Accelerators,” thereby contributing to diversification of the GCF investment portfolio. Without any precedent for reference, in other words, it does need the PPF support to make it well settle down on the ground.

The application requests the PPF support for (1) all the course of feasibility studies that will result in the development of a funding proposal and its annexes with strategic inputs to financially structure the programme, and for (2) environmental, social, and gender studies with management and action plans. The preparatory studies are to be conducted on two tracks at both national and regional under KDB supervision in order to integrate distinguishable uniqueness of the four different countries under a single umbrella programme. The PPF activities are to be undertaken during several months upon effectiveness of the agreement signing with the GCF secretariat with an aim to submit all the deliverables by Q4 2021; the target is subject to the PPF approval and ensuing signing and bidding procedures.
