The Readiness Support aims to strengthen the Development Bank of Namibia's (DBN) institutional capacity and operational readiness to access, deploy, and manage climate finance under the Green Climate Fund (GCF), with a focus on catalysing private-sector investment in climate-resilient and low-carbon development. It seeks to address key institutional and technical gaps, enhance internal systems and processes, and strengthen DBN’s ability to operationalise its Direct Access Entity role and mobilise blended climate finance.
DBN will implement a coordinated set of readiness interventions, including strengthening staff capacity on GCF programming and private-sector deal structuring, developing climate finance strategies and engagement frameworks, operationalising digital systems for project management and reporting, and establishing standardised tools, procedures, and knowledge management systems.
