Building capacities for the developmentof the National Adaptation Plan in the context of the NDCs adaptation themes in Panama
Despite the advances made to promote a climate resilient development, the NAP Process in Panama still faces barriers to effectively address climate change impacts and vulnerabilities and ensure a long-term adaptation pathway. The main barriers identified that this proposal is designed to resolve are:
- A limited institutional and technical capacity to fully engage in adaptation planning in the medium to long term: there is not enough inter-institutional coordination to implement adaptation measures. The technical capacities in subjects relevant for adaptation are limited within the members of the National Climate Change Cabinet of Panama.
- Lack of a solid climate change knowledge base to support long term decision making, especially in the context of the NDCs adaptation themes: need of systematic generation of information, monitoring, and analysis tools that allow for more and better impact quantification, as well as need of more thematic studies that, when combined with early warning systems, could act as detonating schemes for a better preparation against climatic threats.
- Weak regulatory and planning framework to effectively mainstream adaptation policies and instruments at the thematic level: there are no long-term adaptation strategies for the water resources, agriculture and food security, infrastructure and health thematic areas that address climate change and/or adaptation considerations in a holistic manner. Adaptation considerations are not fully integrated through regulatory and planning frameworks to ensure their implementation and continuity in the long term
