Overview

Brazil’s ability to achieve its ambitious climate goals is currently hindered by several critical barriers, including the absence of a fully operational Secretariat for the Brazil Climate and Ecological Transformation Investment Platform (BIP). This lack of centralized governance hampers coordination, stakeholder engagement, and climate finance management. Without clear roles and diversified financial mechanisms, Brazil risks inefficiencies in project execution and missed investment opportunities. Brazil has estimated that implementing its climate goals will require significant investments, with the exact budget still evolving.  

Therefore, this Readiness grant aims to address three key barriers:} 

Barrier 1. Limited coordination mechanisms among stakeholders due to insufficient governance and institutional capacity of the Secretariat of the Brazil Climate and Ecological Transformation Investment Platform (BIP) 

Barrier 2: Fragmented climate project pipelines and lack of diversification of funding sources and innovative climate financial mechanisms. 

Barrier 3. Limited private sector engagement
