Two-stage approval process for GCF funding proposals GCF/B.20/21

This document outlines a policy proposal for a two-stage approval process for GCF funding proposals. The policy aims at strengthening the screening and appraisal process for concept notes (initial or first stage) with quality checks and a strategic overview undertaken by the senior management team of GCF, based on the strategic fit of the proposal vis-à-vis the mandate of GCF. Assessments of the strategic screening and concept notes will then be sent to the Board for information and comments, which are taken into considerations for the development of the funding proposals. The policy also foresees the introduction of mandatory concept notes for medium and large proposals, the simplification of templates and online automation.
