Overview

The Organisation of Eastern Caribbean States (OECS) is an international intergovernmental organization dedicated to regional integration in the Eastern Caribbean, with a mission to drive and support sustainable development through regional integration, collective action and development cooperation. Headquartered in Saint Lucia, OECS comprises 12 member States and supports regional cooperation through ministerial and technical bodies. The organization’s work spans environmental sustainability, economic development, education, health, ocean governance and institutional strengthening across Eastern Caribbean including small island developing States.

OECS advances climate action through a regional climate change adaptation strategy, environmental sustainability mandate, and multi-country programmes. The climate-relevant portfolio includes blue economy development, mangrove restoration, sustainable land management, marine pollution reduction, green buildings, and geothermal energy. OECS works with member States to support nationally determined contributions, develop bankable projects and address common priorities, including low-emission transport, resilient health systems, renewable energy, coastal resilience and climate-smart technologies.

OECS’s regional mandate and experience in coordinating multi-country programmes would complement GCF efforts to address climate challenges. Its convening role offers opportunities for regional knowledge-sharing, pooled procurement, economies of scale and coordinated investment in adaptation and mitigation. Through its member-State networks, OECS would also facilitate access to climate finance for vulnerable island communities and contribute to regional resilience and sustainable development.
