Overview

Banco de Desarrollo del Ecuador B.P. (BDE) is a public financial sector entity in Ecuador, established in 2015 as the legal successor to the State Bank. Operating nationally through its headquarters and regional offices, BDE finances pre-investment and investment in infrastructure, public services, housing and technical assistance, with a focus on social interest, territorial development and projects promoted by decentralized autonomous governments (GADs).

BDE works with public institutions, local governments and international development partners to mobilize financing and technical support aligned with public policy and climate objectives. Its partners include multilateral and bilateral development banks, supporting programmes in water and sanitation, environmental sanitation, sustainable mobility and energy.

By partnering with GCF, BDE aims to mobilize concessional climate finance for Ecuador’s national development and climate priorities, including its nationally determined contribution and national adaptation plan. The bank intends to support adaptation and mitigation investments in water and sanitation, irrigation and flood control, sustainable urban mobility, renewable energy, solid waste management and sustainable housing, mainly through GADs and other public entities.
