Overview

Mobilizing climate finance at the scale required to meet global climate targets depends not only on the availability of funds, but on the existence of well-prepared, bankable projects ready to receive them. Developing such projects demands technical expertise and financial resources long before implementation can begin. Project preparation facilities (PPFs) support this process by helping governments, accredited entities, private sector actors and other partners develop high-quality climate projects. Despite their growing importance, however, the global landscape of PPFs remains diverse and fragmented, making it challenging to identify complementarities, address gaps, and strengthen collaboration across the climate finance ecosystem.

This working paper, commissioned by the Green Climate Fund (GCF), examines the global landscape of climate-focused project preparation facilities. Drawing on desk research covering 75 project preparation facilities, alongside interviews with climate finance practitioners and institutional partners, it explores how these facilities operate, the types of support they provide, their financing models, sectoral and geographic coverage, and approaches to engaging the private sector.

The publication also considers emerging themes across the project preparation landscape, including perceived gaps in support, challenges in linking project preparation to downstream financing, and opportunities for stronger coordination and partnership among PPFs, climate funds, and other partners. In doing so, it seeks to contribute to ongoing conversations on how project preparation might more effectively support the development of robust climate investment pipelines and the delivery of climate action at scale.
