Green Peatland Economy

Project Preparation Facility (PPF) is requested to expedite the development of a robust and comprehensive GCF Funding Proposal (FP) for the project “Green Peatland Economy (GPE) in Indonesia.” The GPE project will drive the transformation of peatland land use in Indonesia to transparently reduce GHG emissions, enhance adaptive capacity and resilience of communities and preserve these valuable ecosystems. The project will promote rewetting of landscapes and scale-up zero-drainage peat economic models, supported by capacity building, enabling regulatory frameworks, strengthened institutions, and fiscal and financing innovations. This PPF will ensure that the project design is informed by rigorous analyses, achieves ownership by stakeholders at all levels, best serves the priorities of the Government of Indonesia and the project’s beneficiaries, aligns with the GCF investment criteria and contributes to the fund’s strategic plan of 2024-2027. Activities under the PPF will gather baseline data and information to: ensure the project’s feasibility, refine the project logic framework and theory of change (TOC); engage stakeholders to build consensus on the project interventions; develop inclusive implementation arrangements; identify ambitious but realistic mitigation and adaptation targets and indicators; analyses the project’s anticipated financial and economic benefits, including a robust sustainability and exit strategy; and develop environmental, social and gender assessments and management frameworks to ensure equitable and effective project implementation. In order to translate the project Concept Note (CN) into a full FP, this PPF application will fill certain information gaps and conduct the following studies/planning:

  • Feasibility Study and Project Design
  • Gender Equality, Disabilities and Social Inclusion (GEDSI) Analysis and Action Plan
  • Market Assessment and Value Chain Analysis
  • Environmental and Social Management Framework including Biodiversity Management and Indigenous People (referred to as Masyarakat Adat in Indonesia) Planning Framework
  • Monitoring, Evaluation and Learning plan
  • Economic and/or Financial Analysis (EFA)
  • Sustainable Financial Instruments Development Plan, and
  • Stakeholder Engagement Plan
