GCF’s Locally Led Climate Action framework and guidance
GCF’s Locally Led Climate Action framework and guidance seeks to align the GCF, countries, accredited and executing entities, and partners on good locally led practices under existing access and funding modalities.
Part 1 outlines GCF’s three parameters for locally led action: devolved decision-making and finance, local ownership and implementation, and sustainable local capacities. It elaborates approaches for developing context-specific financing and delivery models, explains how to approach devolution within the GCF business model and how GCF modalities can be used.
Part 2 provides step-by-step guidance for developing and structuring funding proposals in alignment with the three parameters.
A set of targeted annexes complement the guidance:
- Readiness activities for locally led action
- Local, traditional and indigenous knowledge in locally led climate investments
- Checklist for translating guidance into requirements at concept note and funding proposal stage
- Locally led examples from the GCF portfolio.
Together, these resources help NDAs, AEs, delivery partners and other stakeholders move from intent to practice, designing proposals that empower local actors and deliver context-specific, sustainable results.
