This report presents the findings and recommendations of an independent evaluation of the relevance and effectiveness of the GCF’s investment in the African States undertaken by the Independent Evaluation Unit (IEU). The IEU conducted this evaluation as part of its 2022 Work Plan, which was approved by the Board at its thirtieth meeting (B.30) in October 2021 (document GCF/B.30/12). This document includes an assessment whether the GCF’s approach and investments in the African States have been effective in promoting a paradigm shift towards low-emission and climate-resilient development pathways.
