De-risking low- carbon investment in public buildings in the Kyrgyz Republic

The Community Development and Investment Agency of the Kyrgyz Republic (hereinafter referred to as ARIS) has been nominated by the NDA (Ministry of Natural Resources, Environment and Engineering Supervision of the Kyrgyz Republic) as a Direct Access Entity (DAE) to prepare project ‘De-risking low-carbon investments in public buildings in the Kyrgyz Republic’.

The project concept note was approved by the GCF Climate Investment Committee (CIC2) on March 7, 2025. This PPF application is being submitted to request support from a qualified consulting service provider from the GCF roster. The AE seeks assistance with: (i) technical and economic studies; (ii) stakeholder engagement; (iii) safeguards and gender assessments; and (iv) support during the GCF Secretariat and iTAP review. This support includes assistance in revision of FP documents and in developing responses to GCF in three rounds of GCF and ITAP review.

ARIS is seeking support from a consulting firm, PPF Services, which has staff based in Kyrgyzstan who speak Kyrgyz or Russian and who can prepare official documentation in English for submission to the GCF. In addition to technical knowledge, PPF Services’ key requirements include language skills and a local presence.
