Climate Resilient Enduring Earth for Bolivia and Namibia (CREE-BN)
On behalf of the Governments of Bolivia and Namibia, World Wildlife Fund, Inc. (WWF US) and partners seek to develop a GCF Funding Proposal based on the Concept Note endorsed by the GCF as of 20 October 2025, to create a transformational, flagship climate-biodiversity nexus program, entitled Climate Resilient Enduring Earth (CREE) led by WWF and The Nature Conservancy (TNC), by applying a Project Finance for Permanence (PFP) model in these participating countries to address structural funding gaps and systemic barriers to investments that enhance management effectiveness of Protected and Conserved Areas (PCAs) to reduce climate and non-climate threats and increase the climate resilience of indigenous and local communities.
This PPF grant will enable WWF to develop and submit a high-quality Funding Proposal for this multi-country project that is informed by rigorous analyses, reflects ownership by stakeholders, and best serves the priorities of the three participating countries. Potential sites have been identified with stakeholders in each country, but detailed technical assessments and cost-benefit analyses to identify the best adaptation solutions are needed and aligned with relevant government plans and policies. In parallel, detailed ecological, socio-economic, environmental and social safeguards, and gender assessments are required to establish baselines and develop management plans to maximize positive impacts from the Project. Funding from GCF will be used to: gather baseline data and information and conduct detailed technical assessments (including a climate analysis) to ensure that the project is feasible; engage stakeholders to further inform the design of the project interventions; develop inclusive implementation arrangements; identify ambitious but realistic indicators; analyze the project’s anticipated financial and economic benefits, including a robust sustainability and exit strategy; and develop environmental, social and gender assessments and management plans to ensure equitable and effective implementation. WWF US (Accredited Entity and Executing Entity) will lead the development of the Funding Proposal in close collaboration with Enduring Earth partners, and the participating Government agencies listed below:
Bolivia:
- Ministry of Environment and Water (MMAyA);
- Servicio Nacional de Áreas Protegidas (SERNAP);
- Ministry of Development Planning;
- Tëtarembiokuai Reta Imborika (TRI) of the Indigenous Autonomous Government of Charagua Iyambe (GAIOC).
Namibia:
- Ministry of Environment, Forestry and Tourism (MEFT);
- the Community Conservation Fund of Namibia (CCFN);
- Environmental Investment Fund (EIF);
- Namibian Association of Community Based Natural Resource Management Support Organizations (NACSO);
- Regional Conservancy Associations.
WWF aims to have the Funding Proposal developed and submitted to the GCF within 12 months of the start of the PPF, in accordance with GCF guidance received with the CN clearance.
