Building resilient and healthy Cook islands communities

An initial funding proposal (FP) “Building Resilient and Healthy Cook Islands Communities” has previously been submitted to the GCF for review. The FP was based upon an SAP Concept Note submitted to the GCF in January 2018, which was reviewed and recommended to advance to a full proposal stage, also recommending the FP address the review comments made. Subsequent GCF comments between March 2018 and June 2019 indicated that the FP would require additional work, alignment to GCF policies and procedures, and strengthening the proposal overall under SAP guidelines. Considering the changes requested and emerging requirements and priorities domestically, MFEM are requesting funding to support the further development of the proposal to align fully with GCF requirements. The proposal associated with this PPF request is at the concept note stage, as the changes requested and considered render the previous FP obsolete.

Specifically, we are requesting a small team of consultants to support MFEM in the preparation of the revised FP, inclusive of all of its required documents, by addressing all review comments and points. Additionally, the PPF support will enable MFEM to gather baseline data to support the demonstration of relevance of the project against the Investment Criteria of GCF and to have a solid basis for the project logical framework.
