ADAPT Jamaica: Enhancing climate change resilience of vulnerable smallholders in Central Jamaica

The Food and Agriculture Organization of the United Nations (FAO), appointed by Jamaica’s National Designated Authority (NDA) as Accredited Entity (AE), is supporting the agricultural sector in the development and future implementation of the “ADAPT- Jamaica: Enhancing climate change resilience of vulnerable smallholders in Central Jamaica” project. The Concept Note (CN) for the ADAPT Jamaica project was endorsed by the Green Climate Fund (GCF) Climate Investment Committee (CIC2) in January 2023. This PPF application is being submitted to request Project Preparation Facility (PPF) resources to assist Jamaica in completing the site-specific intervention analyses and feasibility studies needed to strengthen the overall strategic direction and provide the relevant justification for the associated full funding proposal. The following are the key outputs of the PPF:

  1. Feasibility Study*, Detailed Project Design, factsheets for each selected CRA solution and summary of proceedings from national multi-stakeholder consultation, informed by:
    1. Climate Change Vulnerability and Impact Assessment Report, Water Balance Study Report and annotated list of recommended Climate-Resilient Agriculture (CRA) Options with mitigation and food loss reduction benefits
    2. Inclusive Value Chain Assessment Report and Private Sector Engagement Plan
    3. Climate Information Capacity Development Report
    4. Gender and Social Inclusion Assessment Report and Gender Equality and Social Inclusion (GESI) Action Plan*
    5. CRA Legal/Policy/Institutional Landscape Study
    6. Integrated Financial Model Report* and Financial Incentives Plan
  2. Environmental and Social Impact Assessment (ESIA) Report and Environmental and Social Management Plan (ESMP)*
  3.  Project Risk Assessment and Risk Mitigation Plan*
  4. The ADAPT Jamaica Funding Proposal and all required and supporting annexes, including Theory of Change, Detailed Budget Plan, Implementation Timetable with key milestones, Procurement Plan, Monitoring and Evaluation Plan, and Summary Stakeholder Engagement Report.

FAO Jamaica will manage the PPF funds directly and will be responsible for the implementation of the project preparation activities. A multidisciplinary technical team of specialists, hired directly by FAO and as a part of a consulting firm (procured through an open tender process based on detailed and distinct sets of terms of reference) will carry out the technical studies, field visits and stakeholder consultations and complete the funding proposal template as per GCF requirements. A process of high-level engagement will be undertaken with key partner institutions to support the series of studies and baseline surveys. The process of engagement will be initiated from the study design to the actual implementation of the PPF grant to ensure all key stakeholders and the targeted beneficiaries provide input in the project design. The NDA, the Ministry of Economic Growth and Job Creation (MEGJC), will play a central role in this context.
