Environmental Management Authority (EMA) serves as both the national environmental regulator and an implementing agency for environment-related projects on behalf of the Government of Trinidad and Tobago. EMA’s mandate includes drafting and enforcing environmental legislation, promoting public awareness, preventing and mitigating pollution, and ensuring the sustainable management of the country’s natural resources.

EMA aims to balance environmental protection with human, ecological, and economic needs by providing a transparent framework for policy and development decision-making. It plays a key role in supporting Trinidad and Tobago’s nationally determined contribution (NDC) commitments under the Paris Agreement, including hosting and managing the National Transparency System to track and report on climate mitigation and adaptation progress.

Through partnership with the GCF, EMA seeks to mobilize financing to advance projects focused on ecosystems and ecosystem services, community livelihoods, health, food, and water security, with a particular focus on coastal resilience and renewable energy to support climate-resilient and sustainable development in Trinidad and Tobago.
