Regional Consultation Webinars on GCF Readiness and PPF Support 2028-2031

The Green Climate Fund (GCF) Secretariat convened a series of regional consultation webinars with National Designated Authorities (NDAs) and Direct Access Entities (DAEs) to inform the development of the GCF Readiness and Preparatory Support Strategy and Project Preparation Facility (PPF) modalities for 2028–2031, under GCF’s third programming period (USP-3).
The consultations provided a platform for participants from across regions to reflect on their experience with GCF Readiness and PPF support and to share practical insights on how future support can be made more accessible, effective and responsive to country priorities.
Discussions focused on approaches that have worked well, challenges and barriers to accessing support, country needs, delivery arrangements, and opportunities to strengthen support for climate finance programming and project preparation in the next programming period.
Each webinar opened with an overview of the strategy development process and emerging areas for consideration, followed by a facilitated exchange among participating countries and entities. The discussion questions were shared in advance to support informed participation and enable inputs to be prepared in consultation with relevant constituencies.
Feedback received through the webinars will complement bilateral consultations and broader stakeholder engagement activities. Together, these inputs will help ensure that the new Readiness Strategy and PPF modalities are country-owned, grounded in stakeholder experience, and responsive to the evolving climate finance needs of developing countries.
